Should we amend Rule 48?

Norm Pattis proposes that F.R.C.P. 48 be amended to read:

"The court shall seat a jury of not fewer than six and not more than eleven. All jurors shall deliberate unless excused from service by the court. In any case in which more than six jurors deliberate, unanimity shall not be required. The decision of any six jurors shall constitute the verdict of the jury."
