The War on Drugs and the Economic Crisis

Someone should write an op-ed stating how much the War on Drugs costs. One could focus on marijuana specifically. I don't feel like writing an op-ed, or even a lengthy blog post.
Outline of argument: When in an economic downturn, government should cut costs. The government could save money by refusing to arrest people for possession of marijuana. Still punish the dealers, but not the users. Doing so would save the government x-billions of dollars.
If such an editorial hasn't already been written, you should write it.
